Summary of Interests: AREVA is the owner of the Kiggavik Project located in the Kivalliq region of Nunavut with a proposed project on the landscape the Nunavut Planning Commission is designating for approved land use activities. AREVA's interest is substantial and direct and there is a particular interest in the grandfathering of existing rights.
Nature and Scope: AREVA intends to provide an oral and written submission. The proposed Kiggavik Project footprint aligned with areas designated for the encouragement of sustainable economic development in previous land use plan drafts and changes to existing rights and land use designations, with associated prohibited land uses, are of interest to AREVA. We feel strongly that our participation will contribute to the hearing and that our interests warrant a separate grant of standing.

Summary of Interests: The Van Horne Institute is recognized within Canada and internationally as a leading institute of public policy, education, and research in transportation, supply chain and logistics, regulated industries and Information and Communication.

The Institute is incorporated federally as a not-for-profit organization, and is proud to be affiliated with the University of Calgary, The University of Alberta, SAIT Polytechnic, and with Athabasca University. Its Board of Directors bring together the experience and knowledge of a broad group of individuals representing all facets of the transportation industry, government, and the academic community that have an interest in transportation, logistics, and related regulatory issues. The Institute has three major centres, each lead by an Academic Director: the Centre for Transportation, the Centre for Regulatory Affairs, and the Centre for Information and Communication.

The Van Horne Institute has worked with our members in the north: the Government of Nunavut, NWT, and Yukon to create and host Northern Transportation Conferences and develop leading research. Conferences have been hosted since 2005 in Iqaluit, Yellowknife, Whitehorse, and Anchorage. In 2015, the Van Horne Institute moderated and facilitated Northern Transportation Roundtables in Yellowknife, NWT, and Iqaluit, NU in order to receive the advice of Northern Stakeholders as a part of the Canadian Transportation Act Review (CTAR). The Honourable David Emerson and two of his Advisors were in attendance. Recently, the Van Horne Institute has developed research and symposiums in the field of rural broadband.

Summary of Interests: The reason I wish to participate is to understand and learn why the Draft Nunavut Land Use Plan (DNLUP) Chapter 5.2 Mineral Potential page 50 does not include Term 3.5 and Term 3.6 of the Keewatin Land Use Plan. I believe after participating in the Nunavut Impact Review Board (NIRB) process for the Final Hearing for the Kiggavik Project that the region and territory is not aware at all of the motions that have been put in place where the Nunavut Planning Commission (NPC) believes that the terms suffice but the people are supposed to be informed and be approved by the people of the region, I believe this is not the case.

Since participating in the NIRB final hearing I helped a former councillor of the Hamlet of Baker Lake put a petition for a plebiscite for the community (May 2015) to have a chance to vote yes or no to this issue. At the end of May 2015 the hamlet council did have a meeting and a councillor told me informally that the council wanted to go ahead but have yet to see this plebiscite to go ahead for the community. In the fall I emailed the hamlet and later found out it was going to the lawyers and still have to hear what is going on. This councillor did not put their name forward for the December 2015 elections. I have not heard from the council regarding this and have emailed for updates but nothing yet. I believe this community has a right to say yes or no to this issue and the last time this community said yes or no to this issue was in 1990 - 26 years ago!

Nature and Scope: I would like to make an oral presentation when the final hearing is to commence.
